【III】,Project context

 

       Since the first confirmed case of COVID-19 in December 2019, there have been confirmed cases in 188 countries around the world.The total number of confirmed cases of COVID-19 worldwide is about 118 million, and the total number of deaths is 2.626 million;

 

       Health is the DNA of a community with a shared future for mankind. It is the biggest common denominator for the building of a community with a shared future for mankind. It is the closest combination of interests and morality, and meets the common pursuit of people around the world;

   

1、Human beings face common challenges in health issues:

 

       In the mid-14th century, the Black Death ravaged Europe, Asia and Africa.According to incomplete statistics, within three years from 1348 to 1350, nearly 30 million people died of diseases in Europe, accounting for 1/3 of the total population of Europe at that time. After that, Europe was shrouded in a black shadow for nearly 300 years;

 

       The Spanish flu of the early 20th century, at the end of the First World War, was highly mobile and may have killed 50 million people.The 1957 Asian flu killed between one and two million people;

 

       The H1N1 flu killed 280,000 people in 2009.During the Ebola virus in 2014, experts once predicted that the potential death toll could exceed 1 million people. However, thanks to the concerted efforts of all countries in the world to bring the epidemic under control, the official death toll also exceeded 11,000, and the real number may be even higher;

 

        Human beings have developed from an agricultural society to an industrial one. Although our ability to protect and develop our society has been greatly enhanced, we will still be exposed to various "vulnerabilities" when facing the outbreak of unknown new epidemic diseases.;

 

        Apart from large-scale infectious diseases,some high-incidence diseases such as heart disease, stroke and cancer are also deeply eroding human health and life.Ischemic heart disease and stroke are the world's biggest killers and have been the leading cause of death globally for the past 15 years, killing tens of millions of people each year.AIDS has killed 32 million people since it was discovered in 1983;

   

2、Viruses do not need to carry a passport. Infectious diseases know no borders:

 

        In today's world, transportation and logistics are convenient and developed, and the movement of people is rapid and fast. It is easier for communicable diseases such as SARS and avian flu to spread to all parts of the world quickly;  

 

       The World Health Organization warns that novel coronavirus may never go away and poses a greater threat to the world than terrorism.The virus does not need to carry a passport or cross the geopolitical borders of a sovereign state, and its spread is sufficient to undermine the ability of an individual sovereign state to control public health;On the other hand, globalization has made personal and public health issues within a country increasingly public issues around the world;

 

       The experience and lessons of history once again prove to us that when it comes to global public health, human beings share a common destiny when it comes to health;

   

 

3、Health is the biggest common factor in building the "Community of Destiny for Health Education in Smart Cities in Africa":

 

       Over the past two decades, human society has faced several major epidemics, including SARS in 2003, Influenza A (H1N1) in 2009, Middle East Respiratory Syndrome (MERS) in 2012, Ebola in 2014, Zika in 2016, and the most recent COVID-19 outbreak in late 2019.Any infectious virus epidemic threatens all mankind, regardless of country, region, race or population. Epidemic is a common challenge facing mankind;

 

       There are three levels of criteria for health. The first level is the health survival index, which meets the natural attribute needs of human beings, that is, we say "alive";The second level is the healthy life indicator, with high quality medical and health security, which can be understood as "living";The third level is health and well-being, mental health, spiritual well-being, true well-being;

 

       To build a community of shared future for human health, we need to design and consult at the top level, establish a public health command system, and formulate health standards and policies suitable for all countries.The building of a community with a shared future for human health has been included in many UN resolutions. Efforts should be made to build a community of shared future for human health;

 

       We should jointly build an organizational system, build a public health management platform, and improve the health service system, medical security system, health law enforcement and supervision system, and medical personnel training system.Platform resources should be shared, and the medical system should be improved by means of infectious disease prevention and control, Internet hospitals, and maternal and child health care;

 

【IV】,Project necessity and political and social significance

 

   1、Necessity of the Africa Project:

 

      1.1.Special geographical environment:

 

       Africa is the world's second largest continent with the second largest population.Due to its special geographical location, the equator passes through it. The annual average temperature above 20℃ accounts for 95% of the total area of the whole continent, and more than half of the regions have hot warm season and warm cool season.The warm climate provides a breeding ground for all kinds of diseases.Most of the countries in central Africa belong to tropical rain forest climate. The luxuriant rain forest provides favorable conditions for the breeding and storage of viruses, bacteria and mosquitoes;   

 

   

       1.2.The health situation is dire:

        With the exception of a few cities and rich neighbourhoods, much of Africa can be described as squalor;First, because of the backward economy, the government is unable to concentrate and harmless waste treatment, let alone classify waste.Litter everywhere, coupled with a hot and humid climate, causes mosquitoes to flourish and become a source of diseases;Second, in most parts of Africa, there is no safe drinking water, let alone tap water, and unsanitary drinking water is a direct cause of disease;Third, due to the unsound public health system, lack of toilets and open defecation, it will also lead to all kinds of pollution and the spread of viruses and bacteria.Fourth, people's general awareness of hygiene is weak, eat uncooked food, directly with the hand to grasp food, do not wash hands frequently, resulting in illness;

   

       1.3.Underdeveloped medical care:

 

       The medical level is backward, in fact, to put it bluntly, the economy is backward, no money, naturally can not see a doctor.In many African countries, both public hospitals and private clinics are expensive, and many people do not want to get sick. In addition, most public hospitals are old and dilapidated and lack medical staff. Private hospitals are better, but they are not affordable.Most people will die a painful death once they catch a virulent infectious disease;

   

     1.4. Prey on bush game:

 

      African living habits are more primitive barbaric, especially some tribal areas, some local people still stay in the primitive stage, especially like to eat "game", but also because of poverty can only eat "game".Bats known as the novel coronavirus, for example, have been eaten in many places, even now in Indonesia and the Philippines.There are some places in Africa, nothing to eat, eat "bush meat", what bats, orangutans, monkeys, mice, etc., often become their plate, also greatly increased the risk of disease;    

   

       1.5. Primitive living habits:

 

       In many African countries, it is customary for people to be buried and not cremated. Even before they are buried, relatives and friends should touch the body to express their grief. This custom of direct contact also promotes the spread of the virus, especially those who die of disease,Again such as AIDS, the best way to prevent AIDS is a condom, although a lot of places not condoms are available, but the problem is that even in some places there are government provides free condoms, some public boycott, think a condom is a sin, you should not use, also called for the others don't;

 

       In addition, some African countries have political instability, economic backwardness and tribal conflicts, which result in poor government control.African countries have very limited means of dealing with infectious diseases, combined with high population density and poor medical care, and other factors, the major outbreaks of various diseases usually end in mass death;

   

2、The political and social significance of the project:

 

      Confirmed cases of Lassa fever in Nigeria have continued to increase since January 2020.A new outbreak of Lassa fever has spread to 56 local government districts in 19 states.As of 25 February 2020, Nigeria Lassa fever has caused 103 deaths, with a case fatality rate of 17.6%.Africa has a special geographical environment, poor medical level and more epidemic diseases. There are many common diseases in Africa;

   

       2.1. How to change health conditions:

 

       Africa suffers from poor medical and health conditions and a serious shortage of medical and medicine.For example, Nigeria has 58% drinking water coverage and 31% sanitation coverage.Nigeria has about 20210 doctors and 106,453 hospital beds, and the ratio of patients to doctors is 4,400:1.By the end of 2005, Nigeria had 2.9 million people infected with HIV, among which 2.6 million were adults aged 15-49, the adult infection rate was 3.9%, and 930,000 children became AIDS orphans,More than 700 people died in a cholera outbreak in 11 states in 2010.The average life expectancy is 48 years.The population growth rate was 2.7%.Malaria kills more than 300,000 people a year, a quarter of the global total, and is the only country in the world where polio is on the rise;

 

        According to the statistics of the World Health Organization, Nigeria's total national medical and health expenditure accounts for 5.7% of GDP. Calculated according to purchasing power parity, per capita medical and health expenditure is 143 US dollars, and there are less than 10 doctors per 10,000 people on average;

 

        According to the latest figures released by the World Health Organization, Nigeria's health system composite index ranks 187th out of 191 member countries;

 

        2.2. Help with vaccinations:

 

        Most countries in Africa are at high risk of infection due to many common diseases, so help African countries to vaccinate and improve the immunity of their people;

   

       2.3. improve health:

 

       Much of Africa suffers from poor sanitation, dirty environments and littering.We should try our best to create hygienic conditions, develop hygienic measures, expand hygienic publicity, guide the masses to wash their hands frequently, do not touch their mouth and nose, dry their bedding more, do not eat with their hands, use chopsticks to eat in the staff canteen, regularly clean the office area and accommodation area, regularly clean up the surrounding environment and so on;

   

       2.4.have a healthy diet :

 

       In many parts of Africa, meat is the main food, and vegetables and rice are more expensive. Therefore, it is necessary to have a light diet, do not eat too much meat, and eat more vegetables.Guide the people to drink more boiled water, do not wait for thirst before drinking, food must be cooked, eat raw and cold food carefully;

   

       2.5.Avoid mosquito:

 

       Because of environmental and geographical factors, many parts of Africa are infested with mosquitoes and flies.Mosquito is one of the important channels of disease transmission, to prevent mosquito bites, night rest to try to use mosquito net, or mosquito incense;During the day in outdoor activities should try to wear light-colored long-sleeved pants, on the exposed parts of the skin daub essence containing effective anti-mosquito ingredients of the potion;

 

【V】,The objective task of the project

  

1、African School of Medical University for International Exchange was established;

 

2、Provide short - term training courses on TCM diagnosis and treatment techniques;

 

3、A training school for general practitioners of traditional Chinese medicine has been set up to train doctors of traditional Chinese medicine;

 

4、Free training on rapid self-detection of coronavirus (COVID-19) has been carried out to help the public master the ability of self-detection of COVID-19 infection and improve the ability of the public to identify COVID-19;

 

5、Free training of rapid self-detection Lassa fever technology, vigorously promote the application of home rapid detection reagents, through the Internet, the promotion of mobile network supporting rapid detection technology application; 

 

6、A general hospital for complicated diseases of traditional Chinese and western medicine has been established in Africa;

 

7、Establish a health hospital for women and children in Africa;

 

8、A special hospital for men in Africa was established;

 

9、Set up the sales stage of medical products and health products, and show and recommend famous and excellent products to the world;

 

10、Organize public welfare activities every month, disseminate knowledge of disease prevention and control and response to public health emergencies, improve the population's awareness of disease and injury prevention knowledge and self-awareness of health care, and enhance the public's awareness and response ability to public health emergencies;

15、We will work with the government to establish an emergency response and prevention system for the control of infectious diseases and chronic diseases, strive to build a quality and balanced system of basic public education services, and provide a full range of full-cycle health services;
